This position is within the Information Technology department and reports to the Business Systems Support Manager.

Position Summary
Under general direction from the Business Systems Support Manager, the Trim System
Administrator position has overall responsibility for Trim, the enterprise content management system. The Trim system operates in an n-tier environment with an MS-SQL server backend. This position provides detailed product-specific technical expertise and will work closely across the Commission to help drive the adoption of the technology into the organizational business units.

Essential Functions & Major Responsibilities:
A. Provide support, training and knowledge transfer to the Trim user community.
B. Provide day-to-day administration including security, desktop and server administration, and scanning functions.
C. Work closely with the business community to capture content management requirements and business process flows.
D. Work with business units and Records Manager to facilitate the development of files plans around electronic content management.
E. Translate file plans and business process requirements into solutions utilizing Trim.
F. Become the internal expert on functional and technical capabilities of the Trim product.
G. Key point of contact to vendor’s technical staff. Works closely with vendor to solve technical issues.
H. Responsible for the application configuration.
I. Responsible for thorough testing and validation including end-user acceptance of the solution prior to rolling solution out to production environments.
J. Responsible for providing technical guidance and leadership to Trim co-Administrator, and other IT staff as needed. Responsible for providing solution vision for end-users.
K. Will lead or participate in project work where technical expertise is needed.
L. Maintain software and related documents and tools.
M. Ability to research and solve issues.
N. Ability to work well with other team members.
O. Perform additional tasks as assigned by manager.

Interpersonal Contacts Able to lead staff and work in a team environment while also functioning independently as the situation requires. Interpersonal contacts are primarily made with internal staff and the product vendor. Contacts require an ability to communicate, both in technical and laymen terms, and with different levels of staff, from senior management to clerical. Information resulting from these contacts may concern matters of a confidential or sensitive nature,
requiring the need for discretion. Contacts may be directed by management, based on
individual initiative, or at staff’s request.

Supervisory Responsibilities
No direct supervisory responsibilities. However, may be asked to provide technical direction to Trim co-system administrators.

Job Scope
Application custodian and product champion with the primary responsibility to facilitate further deployment of the enterprise content management system (ECM) throughout the organizational structure. Job scope includes day-to-day administration as well as relationship building, content management analysis, requirements gathering, mapping requirements to configuration, facilitate testing and validation, and deployment within the organization. As administrator, you are the central point of contact for product questions and issue resolution. Responsibilities include upgrade planning.

Required Knowledge and Skills
A. Knowledge of current record management industry challenges
B. Prior experience with enterprise content management systems administration required
C. Business process and system-level analytical skills to translate business content
management requirements into product-specific solutions
D. Technical knowledge required in computing hardware, software, applications, relational
database structures, scanning, and security models
E. Experience in SQL Server databases, preferably utilizing Microsoft SQL Server 2005 or higher
F. Ability to write basic SQL Statements
G. Proficient in Microsoft Office Suite skills
H. Ability to plan, organize and execute work efficiently
I. Must be a team a player with the ability to lead and/or participate in team structure
J. Requires strong interpersonal, written and oral (both face-to-face and telephone)
communication skills including the ability to clearly articulate thoughts and ideas to business and technical persons
K. Advanced skills in communicating in critical situations
L. Must be able to work independently with limited supervision
M. Ability to make sound decisions in a manner consistent with the essential job functions.

Required Education and/or Experience
A degree in Computer Science or related field with at least five (5) years of progressively responsible experience in providing end-user support, systems analysis, technical planning and applications implementation. Equivalent work experience may be substituted for nondegree applicants. Minimum of five (5) years progressive experience in ECM systems analysis.

Minimum of two (2) years hands on ECM system administration experience. Additional
experience and/or technical specialization may be substituted for educational requirements.

Working Conditions
