Job Summary
PURPOSE:
Manage and support to the Port of Seattle's Legal Department in the area of public disclosure.

ESSENTIAL FUNCTIONS:
This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed. Essential duties and responsibilities may include, but are not limited to, the following:

Key advisor and technical expert to Port divisions and departments on the public disclosure process.  Coordinates and provides oversight, consultation and direction to divisions and department liaisons in providing access to records consistent with legal requirements, including disclosure exemptions.  Coordinates and communicates procedural and/or legislative updates to division and department liaisons to ensure consistency in responses to public disclosure requests.  Manage large public disclosure response efforts.

Supervise and manage department staff and external  paralegals/consultants that may be necessary for large disclosure projects. Partner with the Senior Port Counsel assigned to public disclosure and the Deputy General Counsel, General Counsel and Public Affairs staff, as needed, in developing information and communications related to the public disclosure process.  Lead efforts in developing and implementing improvements to the structure of the Port's public disclosure program.  Develop and provide training and education to division managers and department liaisons on public records requirements. Analyze program metrics and develop Annual Report on public disclosure response.  Use of technology to manage and coordinate large public disclosure efforts and to analyze systems for performance improvement.

KNOWLEDGE, SKILLS & ABILITIES:
In depth knowledge of the WA Public Disclosure Act and its exemptions, recent case law and related laws; public government functions and practices.  Knowledge of current trends, including technology, and other programmatic efforts in the area of public disclosure and knowledge of public sector organizations.
Demonstrated experience and skill working with all levels of management and staff across division and department lines and outside agencies.  Demonstrated supervisory experience and skill in motivating employees; expertise and experience in researching and gathering data and analyzing it under the WA Public Disclosure Act.  Excellent planning, organizational, teamwork and collaboration skills.  Strong problem solving and analytical skills.  Demonstrated experience in developing training curriculums.  Demonstrated project management and organizational skills, as well as attention to detail.  Excellent oral and written communication skills and ease with public speaking.  Proficient computer skills including use of electronics to demonstrate program metrics.
Proven ability to work independently, while managing multiple tasks and projects.  Ability and experience working against unusually demanding deadlines.  Ability to adapt to changing priorities.  Demonstrated experience and ability to successfully work with a high volume of requests and materials.  Demonstrated experience and skill working successfully in a politically sensitive environment.  Ability to exercise independent judgment in legally mandated matters, as well as confidential and sensitive matters and recognize the difference.  Ability to develop and nurture strong relationships with management and other Port staff.  Demonstrated experience communicating and working with diverse populations and interest groups.  Ability to analyze, innovate, recommend and implement improvements to the port's record management system.

QUALIFICATIONS:
Combination of education and experience demonstrating knowledge, skills and abilities equivalent to:
Bachelor's Degree in business, legal studies or related field; five(5) years of experience processing, responding to Public Disclosure laws in a legal setting; experience directly supervising staff. Paralegal certification.

PREFERRED QUALIFICATIONS:
Master's Degree in Public Affairs, Business Administration or related field; Eight (8) years of experience managing the administration of a WA Public Disclosure program within a legal setting in a public sector environment.
 
Driver's License
A valid Washington State Driver’s License, or the ability to obtain one, is required.
 
Environment Information
Will generally work in an office environment.
Weekly Standard Hours
Normal work schedule is Monday through Friday, 8:00 a.m. - 4:30 p.m. (37.5 hours per week).

Compensation Disclaimer
The hiring range is between the minimum and midpoint of the compensation range and is based on the knowledge, skill, and experience of the successful candidate.
 
Compensation Range
Minimum $67,704 - Midpoint $84,630
