Management Analyst III (Information Technology)

The City of Tacoma's Information Technology Department is recruiting for a highly motivated and innovative management analyst to lead and support enterprise-wide strategic initiatives such as coordinating the implementation of the Information Technology (IT) governance program; facilitating the update of the City's strategic technology plan; and supporting the implementation of a balanced scorecard performance measurement system for the IT Department in alignment with the City's strategic objectives.

This position will work as a key team member of the IT Department's Program Management Office (PMO) to develop the criteria for technology portfolio investment prioritization; to develop organizational change management (OCM) best practices and standards for the PMO; and to effectively apply OCM practices to facilitate City-wide customer engagement for significant digital business initiatives such as the City's Procure-to-Pay and Mobile Device Management projects.




DESIRABLE QUALIFICATIONS (TRAINING AND EDUCATION):
Master's degree in Business Administration, Public Administration, or Management of Information Systems with 5 years of experience conducting research and analyzing policies, laws, rules, or regulations, conducting financial analysis, audits, and management studies, managing and developing programs, policies, specialized or technical work processes, standards and systems.

  • Five or more years of experience conducting research, analyzing policies, laws, regulations, or standards.
     
  • Three or more years of experience facilitating cross-functional process analysis and improvement initiatives with business leaders and stakeholders.
     
  • Two or more years of experience applying organizational change management practices for major technology and/or business transformation initiatives.
