This position serves as a lead, professional, and technical project manager in the Information Technology (IT) Department and requires IT experience combined with outstanding leadership, communication, presentation, customer service, and project management skills.

This position is responsible for managing and implementing an Enterprise Content Management system for the County. This includes the implementation of business workflows, records management, and content management best practices using a commercial content management application. This position will direct initiatives that require the integration of multiple enterprise systems, facilitate and coordinate actions and requirements between business and technical teams. This requires experience developing and managing large integrated schedules, driving resources in a matrixed environment, managing external vendors, and excellent communication and presentation skills with a variety of audiences, including senior management.  Comprehensive subject-matter expertise in government technologies, strategic technology planning, and system implementation is preferred. Experience with OpenText Records Management System is highly desired.
 Position Summary:
On a strategic level, this position is responsible for the implementation of innovative and efficient project management practices for all IT projects with a focus on enterprise content and records management.  This position administers processes that are flexible and ensures project tracking, reporting, communication, risk management and deliverables are achieved.

On a tactical level the IT Project Manager position may include any or all of the essential functions listed below:
  • Facilitate discussions and achieve consensus among various project stakeholders such as analysts, developers, clients, vendors, and senior management.
  • Manage vendor relationships to ensure project deliverables are delivered on time, scope, and budget in accordance with executed contracts.
  • Provide project communication plans and develop trusted relationships with key stakeholders.
  • Provide subject-matter expertise in government technologies, strategic technology planning, system implementation and achieving buy-in from executive level management.
  • Manage project execution to ensure adherence to budget, schedule, and scope.
  • Prepare and implement change management processes and controls.
  • Develop or update project plans for information technology projects including information such as project objectives, technologies, systems, information specifications, schedules, funding, and staffing.
  • Perform IT project management in accordance with accepted project management standards in the industry (i.e. PMBOK).
  • Experience with facilitating process improvement exercises following Lean Six Sigma best practices (Lean Six Sigma green belt or higher preferred).
  • Develop and manage work breakdown structures (WBS) for information technology projects.
  • Design agile project management processes to support a wide variety of technology projects integrated with governance and budgeting initiatives.
  • Experience determining Return on Investment and applying Earned Value Management.
  • Manage multiple competing priorities in a fast-paced environment.
  • Prepare project status reports by collecting, analyzing, and summarizing information and trends.
  • Assign duties, responsibilities, and spans of authority to project personnel and coordinate activities of project personnel.
  • Develop and manage annual budgets for information technology projects.
  • Assist with selecting, implementing, and supporting project management tools and systems.

 Qualifications:
A Bachelor of Arts or Bachelor of Science degree in information technology, computer sciences, business, mathematics, engineering or related field and: 
  • Five or more years of complex technology centric project management experience in a Project Manager or leadership role.
  • Lean Six Sigma Green Belt preferred.
  • Project management certification such as PMP/ACP and experience with OpenText Content Suite is highly preferred.
  • Additional education or experience may substitute for the recruiting requirements
