The Public Records Act Program serves the Executive Branch by managing high level requests and providing advice, training and skill development to employees and public records officers.

The incumbent must have a background in processing Public Records Act requests, including knowledge of state and local laws, regulations and policies and procedures relating to the Public Records Act and record retention. The new public records analyst must be a leader who can inspire and motivate employees to comply with the Public Records Act and record retention policies and principles.

We anticipate that this work will last until the end of December 2018.

SCOPE OF JOB DUTIES - The successful candidate, at a minimum, will demonstrate skill and ability to:
  • Manage and respond to large, complex Public Record Act requests made to various King County departments and offices;
     
  • Create response plans and advise Public Records Officers on the creation of response plans for highly complex (volume & scope) Public Record Act requests. Provide training to Public Records Officers on best practices;
     
  • Interview records custodians to identify and locate responsive records and implement EDRM steps according to eDiscovery standards when necessary.
WE ARE LOOKING FOR CANDIDATES WHO:
  • Have background managing large Public Records Act responses, including extensive record review, record custodian interviews, preparation of privilege/withholding indexes, communicating with requestors and all levels of staff and meeting critical deadlines;  OR any combination of education and experience;
     
  • Are technical experts with state and local laws, regulations, policies and procedures relating to the Public Records Act and records retention;
     
  • Are able to influence, mentor, coach and train staff on best practices;
     
  • Are able to monitor multiple complex records production efforts and resolve conflict and defuse difficult situations that potentially may delay timely production;
     
  • Are excellent communicators and can build effective working relationships with multiple stakeholders and customers.
