Working as a part of the Records and Licensing Services division of King County's Department of Executive Services, the KC ERMS functional analyst is a knowledgeable “power user of the County’s electronic records management system (Autonomy Records Manager). The KC ERMS functional analyst will work with KC ERMS KCIT Systems Administrator, Records and Information Manager, county agency end-users and information technology analysts in implementing the records management functional setup, configuration, testing and maintenance of the application to ensure optimal system performance. The KC ERMS function analysts will design end user training programs related to the application software and will assist end users in most efficient and complete use of application software. The functional analyst will be involved in KC ERMS implementation and daily operations. The responsibilities of this position include defining and documenting customer business functions and processes, workflow and interface analyses, designing and developing customized reports and queries, conducting coding changes, and testing and implementing processes for upgrades and conversions. Incumbent acts as a liaison between departmental end-users and information technology analysts in functional analysis, design, configuration, testing and maintenance of applications to ensure optimal system performance.

Job Duties:

Define and document customer business functions and processes; conduct workflow, data conversion, develop and make recommendations for systems changes.

Resolve functional problems, perform audits, ensure data integrity, maintain current functional modules, and reports; analyze and test proposed system changes prior to implementation; configure applications by adding or modify fields and panels for modules or systems. Research and provide feedback on trends, patterns, and utilization of automated systems.

Manage user setup and modifications such as office group and privilege assignments and administer user security assignments

Prepare system functional documentation. Draft system functional analysis and flow documentation, conduct interface, gap and cost/benefit analysis and document findings.

Serve a primary training staff for the KC ERMS. Prepare and give user training. Develop and update training materials and guidelines on system changes, enhancements, or updates; provide training and updates to customers on system changes and process improvements.

Maintain system integrity keeping content within the application current and the related data up-to-date in support of records management business needs. Participate in or establishing change management processes. Evaluate established methods and procedures and prepare recommendations for changes.

Communicate with stakeholders on system processes, applications, and modifications.

Coordinate with KCIT Central Help Desk to build knowledge base and create troubleshooting procedures.

Perform other duties as assigned.


Experience, Qualifications, Knowledge, Skills:

Two or more years of experience in records and information management or two years college-level course work in records and information management

Three to five years’ experience working in a complex user environment.

Two or more years’ experience working with an enterprise-wide information management system such as knowledge management, document management, records management, or content management systems

Solid understanding of records management best practices

Ability to write clear and concise user instruction documentation and training material

Excellent communication and interpersonal skills

Advanced skill in the Microsoft Office suite, specifically: PowerPoint, Excel, Visio, Word and Access

Experience developing user training curriculum

Experience in making presentations before groups and committees

Proven collaborative skills in reaching a team approach to accomplishing work, with particular emphasis on collaborative relationships with Legal and IT staff



Experience in organizing and prioritizing multiple tasks and meeting deadlines





Supplemental Information:

Knowledge and understanding of client organizational business systems and practices, business systems integration and design, work flow analysis and process re-engineering

Knowledge, understanding and technical skill in systems analysis; automated systems data modules, data conversion analyses, design, and troubleshooting applications

Knowledge and understanding of relational databases, automated systems testing procedures, table relationships, and views

Skill in writing system documentation and functional reports

Skill in interpreting complex instructional manuals, guidelines, and procedures

Skill in common desktop workflow tools, including but not limited to Microsoft Office Suite: Excel, Power Point, Visio, Word, and Access

Skill in analytical thinking, problem solving, resolving conflicts and bringing others to consensus

Skill in planning, organizing and formal project management principles and practices

Skill in oral and written communication including conducting technical training and presentations

Skill in providing customer service and end-user and formal and informal training

Skill in working with a variety of individuals from diverse backgrounds

Skill in handling multiple competing priorities and producing quality detailed work within tight timeframes

Skill in working effectively and cooperatively with other staff and customers
